He did suffer from an amazingly bad case of spoonerism. His unconscious mind would deliberately transpose words and meaning to mess with him in public ... the more public, the worse it got.
For someone with THAT particular disorder, he managed to go very far ... and entertained people almost as much as the original Spooner did.
Mine was a bitter rejoinder to the media asshats who destroy ideological opponents over trifles, and promote the clumsiest, dumbest, and most destructive executive duo in all of American history.
..and the funny part isn't that he said 'inefficiencies'. he actually said his reforms would 'bring greater competition, choice and savings!!!!
