That rumor was put into the popular culture by a 1970's era PBS Frontline show. Entirely based on the testimony of an old, alcoholic mob whore, who claimed he once showed up at a mob party dressed in drag. As did so many PBS shows, then and now, it appealed to Liberals, and thier hatred for Hoover. There are zero reputable stories to verify a lifelong "affair" with Clyde Tolson, aside from strong friendship.
Hoover, like McCarthy, stood for things the left hates. That is the prism for viewing anything they write. Like the ACLU. They defend NAMBLA and target the Boy Scouts. Again, that is all you need to know. Tim
