There is no mistaking the 1st pic. Letting a child walk around with exposed fake ones is horrid. The second could easily be an example of pressing the shutter at the right time to make it look bad. As a hobbyist photographer, I can see how it would be very easy to use opportunity to create an illusion of inappropriate behavior.
Both are creep factors. but the rollover? Even the background is crying. Looks like child pron to me. There is nothing unintentional about that shot. It made me sick inside.
I think the roll over was a an innocent enough picture taken 20-30 years ago before we started seeing everything through a "is that a child porn?" filter.
