This number doesn't represent the government employees who really only recycle tax money and the fat cats living off government contracts. Therefore, the percentage of the population with a personal interest in increasing government spending is past the tipping point.

Maybe it's time to enact a version of citizenship out of Heinlein's "Starship Troopers" (where you had to enlist to gain citizenship):

I've always been in favor of a policy of "no representation without taxation".
