^Anymouse - because some wise Republican (Peace Be Upon Him)sneaked a line into the Uhbamacare bill that said the IRS could take the penalty tax only by deducting it from from a Federal income tax refund due. The vote on the PPACA was so close and so contrived, the bill would not have survived another vote, so nobody got to amend it, it even if they saw that little poison pill. a little research goes a long way. there are many ways to get an exemption and avoid the fine. For example, if your electric is shut off (or even if you received a warning) for non-payment during the year, you are entitled to an exemption from obamacare.
As Phssthpok said, no tax refund, no worries. All they can do is deduct the penalty from any refund. Although it appears that they may try to frighten "scofflaws" with a letter.
"Shared responsibility" is not in the law. And as tailgunner observed:

Tailgunner, I guess this explains why many of our employees don't take a plan, and select 5 personal exemptions on their pay set up. "F&%^ the gubment, what are they gonna come take my '92 F150?" Very prevalent S.O.P. out there right now. -Anymouse
Lets move the IRS to the state level. The Fed can submit a budget and we can pay what we approve. They have abused to power to infinity, they need to beg like poodles for each scrap.
They can only (legally) collect by withholding any refund you are due.
