After years of watching the actions of the EPA, and their strong arm state minions, I'm convinced 90% of their budget could be cut, without any harm to the environment.
Pruitt has the power to cut people, administrative regulations, and costs associated with an out of control bureaucracy.
Fire a few from the CDC, then go over and fire a few at the FDA, then perhaps some more at DOJ, just keep cycling through the executive branches until they learn or there is no one left.

The very first thing Pruitt must do is to take away the guns Obama issued them.
