    My understanding is, the Parliamentarian has already indicated that the "complete reading" of the bill will be dispensed with.

    That is, in other words, in your eye.

    If the Dems really have the votes, then when it comes time to vote, the Repubs should all walk out. That'll drive home the fact that this is purely a Democrat disaster.
