It was designed to deflect more energy to the wall of the cavity, thus ensuring (it was hoped) controlled expansion.<br /><br />The round does seem to have a good track record in actual shootings, but like nearly all hollow nosed rounds, expansion occurs about 50%-60% of the time. The rest of the time the nose cavity gets plugged with clothing bits, bone, what have you.
