I disagree with Kristopher. Those machines are expensive to purchase and maintain. It is true that El Al style agents will be paid more than TSA gropers but we would most likely not requires as many.
The TSA is simply implementing the policy that creates the illusion of safety at the lowest cost to the airlines.
