At first thought I love it. What a great way to lose and election with the current condition this country is in (and not having Congress in his "back" pocket). OTOH, stupider stuff has been sold in the name of saving the Earth. *spit*

We've already got a per-mile Federal Gas Tax. It's on every gallon of fuel you buy.
