They never were 'secret'. They always could call you. They only cost what any other call costs based on what you pay per minute. I dont trust the 'do not call' thing anymore than any other guvmint service. This 'threat' has been circulating for YEARS.

Reread your link, M1911. The scam in question seems to be from people calling you not you calling the number.
