One of the worst, P.O.S. engineers I ever encountered went to to work for the Texas branch of the E.P.A. and was whisked up the ladder as fast as his brown skin would allow. Last I heard he was at the top of the food chain, which is about right. He wasn't qualified, so he was promoted which is common with all taxing entities.
