I don't buy it. It sounds like bullshit to me, but then all I've ever heard is that smallpox vaccinations eliminated the scourge. "The Demon in the Freezer" by Richard Preston is about the campaign to eliminate smallpox.

The smallpox vaccine caused the epidemic. When vaccinations stopped, so did the epidemic.
That's obvious BS.
