  That's right! It's the new Cook County (Chicago) Correctional Center, aka City Hall Retirement Acres. Perhaps planning ahead, it was then Sen. Barry Obama who arranged federal funding for the project it's the Justice and Detention Centre (i.e., court building and penitentiary) in Leoben, Austria. Designed by architect Josef Hohensinn, Austria's "show-piece prison."

    (They spend so much of their lives there coming back again and again you don't want them to get bored!!!)

    I guessed it was a jail on the 4th picture.

    Reminds of the warden who complained, "We need a better class of prisoner."
