There is certainly no doubt about that, since he launched no attacks in response to the Kobar bombings, the Cole bombing and the 1993 WTC attack.
Ditto for taking a pass on killing or capturing OBL because he wasn't sure we could convict him in a court of law.
Someone should have reminded him that these situatios are the reason we have cruise missiles.
No, Clinton's idea of launching an attack usually involved US citizens on US soil (e.g. WACO, and Elian Gonzales).
He is making a run on Carter to be the worst ex-President ever, although that is clearly a daunting challenge. -

The best thing Bubba could do for Hillary's campaign is to have a heart attack and croak about a week before the election.

DD is right on the button, it's been discussed quite a bit. It would, of course, be entirely involuntary.
And as bad as Bill is, he still is firmly in second place as the worst ex. Carter's lead is insurmountable.
