Alear, with all due respect, they can ALWAYS cheat. If it's "only" a 4-5% win, they will force recounts. Watch some remarkable changes after the inevitable recount. All they need is a few days of disqualifying spoilt ballots, "finding" some new ballots (and double-counting others).
