A [Illinois] state House committee on Thursday passed a cigarette-tax increase that would generate $320 million by raising the state tax from 98 cents a pack to $1.98 a pack over two years. The House also is considering authorizing a sale of expected tobacco-settlement funds, which could bring in $1.2 billion, said State Sen. Donne Trotter, a Democrat. [Full]

  • MINUS cost of stopping, prosecuting, and warehousing the new criminal class they just created

Government is more addicted to tobacco than any smoker.

Canada has discovered that increasing cigarette taxes doesn't work very well.

Cigarettes cost about $10 a pack (including taxes). However, a plastic bag containing 200 cigarettes costs $5-6 on the Indian Reservations. [FYI it's not just restricted to Canada - in NY state you can buy a CARTON of store brand smokes for $10 if you want to visit the reservations.]

End result is that Canada has one of the largest smuggling operations in the world and a huge black market in "illegal" (i.e., untaxes) cigarettes. The Canadian government gets nothing in the way of taxes (that includes income taxes from the guys that get paid in cash to load and unload the trucks) and the high tax levels have done little if anything to curb smoking.
