DHS is a disaster. When organizations need to be flattened and run leaner, when networking and shortening the OODA loop are de rigeur for winning, we've added another layer to our security and intelligence apparatus. The political purpose of DHS is to be a repository where ideologues sequester can't c**t bureaucrats owed political favors. Their job as chartered is to protect American citizens from terrorist activities in the USA. Their job, at the managerial level as they see it, is to protect their turf, cover their ass and get a bigger budget next year.
I think we just saw an effort by islamists to test parts of the system and an effort by DHS to do their job as they see it.
That's my cynical, unsophisticated take.
