Romanian WTF

After watching several times, this is what I deduce.  Two girls have an automobile accident, and are either insured, or not insured?  No matter;   one threatens the other with decapitation if she won't make love to her and she calls the police who arrest her.   They are virgins. Not the cop though.  Does that sound about right?

That isn't what I saw.
The bounce balls were made illegal because of the dangers of using them. They both have them and use bounce balls illegally. Both the girls then have an accident with their bounce balls. They showed their political party registration cards. The one girl belonged to the correct party and was set free, the other girl belonging to the opposition party was arrested and her bounce ball was taken away, She was never heard from again.
