As a watcher of anime, Japanese animation, which often features school girls in their God-given roles as witches, fighter pilots, galactic policewomen, and giant robot operators, I can report authoritatively that this photo is staged.
The school uniforms are not colorful sailor suits, as mandated by law since at least the Warring States period.
Those skirts are way too long. No matter how far those girls bent over, there is simply no way you could see their panties. Not even their knees! No school administrator would be so insane as to impose these dull sacks on their student bodies.
Also, everybody shown here has black hair. WTF? Where are the natural red, blue, green, and pink-heads Nipponese females are so justly famous for?
Not a single cat girl? For shame!
Finally, this is not taking place at a cultural festival, beach, hot springs, futuristic military complex, or space station.

I too watch the anime and I also watch the live action Japanese and Korean subtitled stuff. I've noticed that while they have toilet paper in the bathrooms they tend not to have paper towels or even the hot air hand driers. Instead the wash their hands, shake off the excess water then take out a handkerchief and blot the rest. I shudder to think why the goils have broken out their hair driers.
