The step I would most like to see happen is the phase out of all tax credits. The IRS should be concerned with collecting taxes not administrating spending programs. This would reduce the incentive of lobbyists for bribing public officials. This would lessen the influence the government has to corrupt the markets.
This might be sold as low hanging fruit, especially wrt corporate credits. There are many steps to take after that.

There's not a chance in the world that President Toothpick would be party to a "significant" reduction in spending.
For what eve reason and personally I believe that reason is mostly malice for an America that he was raised to hate, why would President Motown want to unravel the economic nightmare that's he's engineered?
His means to reelection is his already stated goal of raising a BILLION DOLLARS and God knows how many undisclosed billions in campaign help to smear conservative attempts to cut spending as(all together now) mean spirited.
Pardon me while I put my parrot on I've repeated this so many times-our best hope lies in some one that will confront the lies and smears head on. For the past two years there has been but one person out there standing toe to toe with the Liar in Chief and we all now who she is.

No chance. No prgressive/liberal will ever shrink govt expenditures. They will grow it until the economy under its weight collapses and then use the collapse to take direct control of everthing. "You have to turn everything over to us to insure you can eat tomorrow". Then they finally have unlimited discretionary power.

In addition to the billions for his re-election, most from unions, billionaires, and overseas anti-democratic sources, he will benefit from increased union and race-based thuggery, media lies, and election fraud. That's why actions in the states to curtail public employee union power, especially dues check-off, must be supported. The unions, and thus President Urkel and his fellow travelers are toothless without the vast spending power of the NEA, AFSCME, and the other public employee unions. We must support the state governors and officials who are bringing some rationality to the process.
