This is "Sequestration - Part 2", or,
"How To Appear To Be Doing Something And Avoid Open Debate and Tough Decisions We Could Be Blamed For Later."

My idea of bipartisanship is when the Dems request "a reach across the aisle", the Pubs stick an icepick in their hand ala the demise of Luca Brazi in "The Godfather."
