Analysis by an amateur cultural anthropologist:
The older sister, Tanishia, was given an "Afro-Centric", anti-assimilationist name. By the time her younger sister came along, the parents (?) had apparently wised up and decided to give the second daughter a more "mainstream", less hobbling, more middle-class name. But apparently it was too late; the "glamor" of the ghetto "lifestyle" (and perhaps her sister's influence) was too much for young Brittany to overcome.

Years ago my wife got a call from one of her brothers in the Philippines. He was happy to announce that he had a new daughter, and was naming her Clitoris. Because it sounded more American. Fortunately, my wife was familiar with the word, and clued him in, so disaster was averted.
