So some pimple-faced desk-riding drone is going to tell me if my licensed master plumber installed a faucet correctly? I don't think so.
They can take a quick look around the outside to see if the sellers added an unrecorded structure or violated setbacks without snooping inside, and the buyer surely did a walk-through before closing to see if the seller stole all the fixtures before moving out.
The Santa Barbara scumsuckers are just legislating an excuse under color of "protecting" buyers and the neighborhood to grab $475 and not call it a tax.
