Is it a good idea to destroy your enemy's infrastructure and propaganda arm?

Today's Ponderment
I haven't done the research, but I don't think there was any proscription against bombing the crap out of the Reich Ministry for People's Enlightenment and Propaganda, and killing every person who worked for them.  Actually, I think it was a primary  target.
