Drilling off the Florida Coast

I was unaware, until last week, that Canada, and communist countries Venezuela and China are drilling for oil in  the Florida Straits, under agreements with Cuba, but we're not allowed to.  Sen. Larry Craig (R ID) is suggesting that the US prohibition against doing business with Cuba be suspended in this case, so that U.S. companies can jump in.  That brings up two WTFs? 
  1. What about the Monroe Doctrine that prohibits China from operating in our hemisphere?
  1. Why don't we simply drill off the Florida coast ourselves, and take the 2 million barrels a day before China slant drills into that reserve and takes it?
  • Answer:  Environmentalists won't let us.
