Maryland Democrats freeze rate increases on energy The bill comes due - a whopping 72% in our utilities bill Democrats blame the Republican governor who wasn't in office when the bomb was set to ticking Maryland voters groggily grumble Democrats solve the problem.  They freeze the rate increase to just 15% per year - but force customers to pay interest on the deferred charges. Republican gov vetoes the bill saying it's an ''incumbent protection plan" for lawmakers that does little more than forestall the massive rate increase until after this year's elections. Democrats override the veto Yawn.  We get what we deserve.  Life is grand in the people's republic..
