I remember speculation that many of the 9-11 suicide bombers had no idea they were taking the last train to Clarksville, thinking instead that they were into a benign terror hijacking where they execute a few pilots and cripples. Maybe that's what's going on here. If the Iranian people knew it was their government's "master plan" to throw a "Welcome Home, Mahdi" party, amidst world conflagration - including their own - they might start chopping mullahs.
