It seems funny at first glance, but this is most likely a safety issue; there are areas in the world where her bare shoulders would be viewed as evil and individuals who believe their God would want the young infidel punished.

Gee, there are people in the world who think she should be a a burka too. Why don't such enlightened realms simply close their borders to all evil foriegners and we'll all be happy.

Jack, I think you missed what I was implying; didn’t you catch the term “infidel” in the above comment? This is not a political correctness issue, we are struggling with a segment of the Muslim population that refuses to leave the nine century and will not be happy until we join them.
