Wilson's dad was a diplomat in Spain. He was on his little journey and that is how CIA agents use. So, yes, she sent him on the trips with the intent of using him and his past, including dad.
Winston was alot like Wilson being used and liking it. Now, he mentions responsibility, but then again, we all know how he got there and it wasn't Plame sending him on his little journey, but something Plame's always use as an excuse for what they do 'Lucifer's Little Journey.' -
