Sorry, Roge,

The guy facing his troops is more than likely a company commander. Note his epaulets which are gold and more ornate than the ones on the officer he is facing who is probably a platoon leader. The others in the picture are red/black indicating enlisted men. You need to run down the road to the USNA to see a few dress parades.
