That's Willard Scott. I'm not kidding.
I remember him before he was a weatherman, when he and Ed Walker were the "Joy Boys" on radio in DC. That was before folks like Howard Stern came along. -

And that's Ed Walker doing the voice over.
He still has a show on WAMU 88.5 FM in the DC area. I listened to a dramatization of "The Fall of the House of Usher" on his show last night. I think it runs from something like 7-10pm Sunday night. A lot of old radio dramas. I listened to most of Deborah Kerr in a one hour "Jane Eyre" from (?) 1945 before I had to quite the radio machine. -
