We Have a Winner
I just now had to hurriedly think of the single dumbest idea anyone in gummint has proposed in my lifetime.  I'm going with Pat Schroeder's plan to stop inner city crime with federally funded midnight basketball.  The reason I had to come up with it is because it is no longer the dumbest idea to drop off the lips of a congressional moron.  This is.

Even though the words sometimes slip out while I'm with the guys at the liquor store, I try not to use them here, for myriad reasons.  God knows I try, but I can't not say them in this instance. Close your eyes ladies.  Not only is a national academy for gummint workers moronic, Hillery Clinton is the dumbest mother fucking cunt in America for even thinking it.  JFC!

How has our current educational system failed to provide adequate training for civil/public servants?

Answer: it hasn't. This is just another socialist plan to expand the government, plus throw in a little indoctrination while the bureaucrats-to-be are in training. (You know, "sensitivity", "social policy", that sort of thing.)

Just what we need. Another government school to suck up money and churn out gray automatons. Not totally dumb, though. Her ideas are dumb to our eyes, but what's scary is that she is just cunning enough to convince a bunch of other dumb MFCIA that she has the answers to what our nation needs. Have you noticed that Hillary and Pelosi (aka Perfidious Twat) talk to us like we're in the second grade? That is because there are a bunch of those DMFCIA out there (see Leno's man on the street interviews, e.g.) who get to vote.
That she and her ilk still believe government womb to tomb micromanagement of our lives is the way to go after 90 years of Socialist disasters is what is really MFCS stupid.
However, they really believe that Socialism can work, because the "right" people, meaning the Socialist of the Moment, in this case HRC, needs to be in charge.
I doubt that the thought is altogether altruistic, because the Socialist elites have a history of exempting themselves from the misery they inflict on the masses. They live for government and policy setting, whereas the Right, for the most part, has little interest in politics and merely wants to be left to live their lives. Hillary Rotten Cunt must be stopped before she wrecks our nation.

Of course Hillary wants this, a single school to train ALL the Federal Public servants - how else do you ensure the 'purity' of the 'ruling class' (I mean public servants.)
