She needs to move the money out of the US, have her SS checks sent to a canadian bank.
Then spend maybe 3 months at a time in resort destinations, so none of them can claim she is a resident and tax her income.
Report income to the IRS ... as long as it is under $70,000 per year, and she never steps foot in the US, she only pays local foriegn taxes.
Competency hearings cannot begin until the victim is served papers and dragged into court.
If the State cannot grab your ass or your assets, you are safe. -
