Secretary
of State Condoleezza Rice said Tuesday the Bush administration
explicitly warned former President Jimmy Carter against meeting with
members of Hamas, the Palestinian faction that controls the Gaza Strip
and which is regarded by the U.S. as a terror group.
Rice, attending a regional meeting on Iraq's security and future,
contradicted Carter's assertions that he never got a clear signal from
the State Department. Rice told reporters that the U.S. thought the
visit could confuse the message that the U.S. will not deal with Hamas.

This
is a big deal. In State Dept. talk, "explicitly warned" translates
"You are forbidden ."
Not for the first time, Jummy set off anyway, without portfolio, and
meddles in American affairs of state. If I'm not mistaken,
this is a clear violation of the Logan Act" that
forbids unauthorized citizens from negotiating with foreign
governments. Violation
of the Logan Act is a felony, punishable with imprisonment of up to three years."
I know, Hamas is not a gummint, but Hamas is the ruling party of
Palestine. Go for it, if for no other reason than to set a marker
against this kind of crap. Like Burr, I doubt he'd be convicted,
but his political legacy, already a shambles, would be ground into
powder, and Carter will go to his grave knowing it.
