That's the new handicapping system for tennis. The stronger player starts and serves the same number of steps down as his handicap difference from the weaker player.

Enlighten me. I retired in July '93, but I was somewhat preoccupied with a deteriorating marriage to pay attention to what was happening in the officer commmunity.
