Mighty poor use of the microphone and many slurred words for an experienced pol and speaker like Biden. He's either trying and failing to do a ghetto or southeren accent, or he's drunk.

I don't know much the difference between an aneurism and a stroke, but both can leave speech defects. That's probably what you hear. As to whether there's actual mental impairment, well, he was already a Democrat, so I'll cut him huge slack on this one.
