I am disposed to think that sending every illegal alien back across the border with an elected official under each arm, might be a good start.
As most of the members of con-gress are lawyers, it might be thought to dump them in the ocean, but, everyone knows sharks would leave em alone out of professional courtesy.
Of course, sending them across the border would mean we had the fence in place, and had changed the rules of engagement for border guards. -
