I'd like to point out that the first iteration was simply upside down. THe second "corrected' version is right side up but backwards. The rightmost character (in the second version) that looks like a box with a vertical line through it is "Zhong" (Middle)and the character to the left of it is "guo" which means country (i.e. "Zhongguo" or as we big noses say it "China" as in the name of the restaurant).
There is some other strangem=ness about the characters but I won't bore you with it. - 3/26/09, 8:50 PM

The characters are read from right to left. The meaning is literally "China Seafood Restaurant"
If you look closely, you might see a secret message formed by the white space between the characters. I'll leave that for the rest of you to work out.
