The standard procedure in, of all places, Chicago, when pulled over was to insure a $20 was placed prominently over your license. I guess things haven't changed in 50 years. My Dad go so mad that he was forced to bribe the police to avoid a ticket he didn't deserve. I learned to have as little as possible to do with peace officers.

I was a "patrol boy" (student crossing guard) in Chicago, and often had a cop share my corner. He would flag down a half-dozen cars, ask for their license, take the money posited behind it, issue a warning and leave. True story. I wondered why he drove such a crappy car. Now, of course, they ask you to remove the license from the wallet first.
The definition of a good cop? $1000 a day.
