Sound's like Former Detroit mayor, Coleman Young, is alive and well in that county. That was Young's favorite tactic whenever he didn't get the cash he wanted for something - lay off cops. Under his corrupt guidance, the City of Detroit went from having an average of twenty cops on duty at any given time per precinct to just two. There was just never any other place in the entire city budget where cuts could be made.
