Paint can heads

Why is this man wearing a paint can on his head?
Or, the other guy a kid's 4mil plastic safety hat,  when  actual real headgear is stowed on the handlebars?
FACT
Whatever country these guys are from has the same vote in the UN as
does the United States, which makes us a third world country by proxy.

I think Bill's right. For that and the lack of bicycle traffic congestion, the simple and straight forward wiring on the utility poles, the good condition of the buildings and the fact that everyone isn't up to their hips in garbage. Where else in the world could it be other than the good old USA?

Pic was originally from the BBC ... some third world country had mandated helmets, and the police were stealing bikes from the helmetless ... but the law didn't specify what a helmet was supposed to be, so ....

The guy in the photo was a motorbike taxi employee. The rider was a friend, not a customer. The helmet on the handlebars was for paying customers.
