I doubt Obama will do anything about Somali pirates despite his rhetoric. In fact I would be surprised if some are relatives from neighboring Kenya.
And why does the captain of a US Navy ship require authorization from the US President--twice--to shoot pirates. Seriously, WTF? -

require authorization from the US PresidentAO - my guess is the Precedent & staff saw an opportunity to either
1. take credit for COMMANDING (macho voice)a successful rescue
or
2. covering his ass, having the opportunity for plausible deniability and being able to throw the on-scene guys under the bus if the op went sour.
I hate those MFCS now in the Brown House.
