The phone companies lobbied hard for this. It is based on the pooooor and unfotunate not being able to call 911 so the feds gave the Telco's money to put phones in every house. Now, the wireless vermin have gone after more taxpayer funds by lobbying they need a cell phone. If you're too broke to buy a a cell phone keep your butt at home. Besides every deactivated cell can still dial 911.

the Feds are the ones who MANDATED that the telcos build out the copper infrastructure out into the boonies, then started charging a tax (that the telcos had to collect) for the privilege of having to provide that universal service....

"Universal Service" legislation is the manna that keeps small local telcos heads above water. Each month they wait for that check to turn their balance sheet red ink to black.
Seems to me that we built the GD thing way back when, and the cost to provide ongoing service once built should be borne by the customer.
It is a hangover much like the 'temporary' excise tax on telephone service that was repealed about a hundred years after the war it funded was over...
The Algore boondoggle for high speed internet access for schools will be with us for a long time, too. Again, it should have helped build the local infrastructure, but should not be funding on-going service. It was policed for fraud about as well as Medicare, that is to say, not at all. Millions in Atlanta were flushed in good old boy contracts. They should have made fraud a cause for dismissal from the program permanently...
I pay more in 'fees' and 'charges' than I pay for actual POTS. Once they get their mitts in, they never let go.
I would not give "SafeLink" my home address, much less any income verification information. Looks fishy to me, but what do I know???
