Operations #1 (Pick a number...) through 3 (Add 3) resulted in a number that was divisible by three. This was then multiplied by 3, which means whatever number you pick, your final answer must be a multiple of nine.
The sum of the digits of any multiple of nine themselves add up to a multiple of nine, i.e. whatever number you picked, adding the digits of the final answer had to be nine.
Proof that the sum of the digits of any multiple of nine themselves add up to a multiple of nine:
1) Let the final answer be represented by "AB" = 10A + B, for example, "34" = 10*3 + 4.
2) Assume that A + B = 9.
3) Question: Is (10A + B) a multiple of 9?
4) Subtract:
(10A + B)
-(A + B) (9 [already stated in 2)]

Since 9A is a multiple of 9, and (A+B) is a multiple of 9, it follows that (10A+B) must be a multiple of 9.
