Diplomatic immunity does not protect the holder from self-defensive deadly force.
These goons are not police officers in the US ... gunning one down does not equal shooting an actual cop. They do not have arrest authority anywhere in the US ... so any attempted arrest is an act of kidnapping.
If they threaten your life, kill the stupid fuckers. -

This is truly lousy year end news. I see a couple of problems.
The most worrysome is the intimidation factor for conservative politicians, you know, those who are really trying to protect us.
With an EO like this, we could see conservative pols rounded up and shipped off the the hague for 'war crimes'.
The other scary part is the fact that this can be used to silence opposition. Suppose the administration gets fed up with a particular conservative radio host. What is to stop them from calling their Komrades and having that person arrested and kidnapped to face trumped up 'hate' charges in say fwance.
No one would ever be able to get to the bottom of this because there would be no due process, no freedom of information, no right to a jury of US peers etc.
In effect this is like the developing monster in the person's belly in Alien.

Oh, but the lamestream media won't mention this, they are still busy covering the tanning bed that Sarah Palin purchased
