All *I* can say is that you do not eliminate discrimination by discriminating against someone else.
Likely those who were not given grants or loans in the past are not going to be recipients of anything, they're mostly dead.
Just like MLK's descendants, they are lining up at the trough because of who their parents were.
Maybe the former owners of Manhattan should line up and ask for more wampum and beads...
