Why would they risk crossing the border? A private dock would be safer.
The flip side is that if terrorists ever hit us with nukes, THE GLOVES COME OFF. It's throwdown time. No more half-assed responses. Except with this president, I'm not so sure.
Not only that, but from what I understand, detonation of a low yield nuclear device on ground level will do little more than make a big glowing hole in the ground and do little if any significant damage apart from localized radioactive pollution. On the other hand, if the device were launched say a thousand or so feet into the air before detonation, the resulting blast from a low yield nuclear device could take out a small city. Cobalt-60 is right; pull into a private dock at a port closest to your target and launch from there.

Think the gloves would really come off? Which country do we attack? You can't fight transnational terrorists by going after just one, and with a crippled economy, we certainly couldn't afford to go after them all.
