I like that. Start with New York, although I'd prefer just the city of New York. Maybe they can work out the details.
Next: California. Granted, it's a large economy, and, again, only a few cities need to be flushed, but they can work that out.
I'm thinking just evicting these two stinkers would bring harmony, especially when we could soak them with import and export fees.
START with DC. The rest will fall in place.
Of course, Washington. D.C. is not even a state of the union so their exclusion should be a no brainer.

The DC residents are always whining about not having a voice in Congress because of "no taxation without representation". Well, I agree with them. Let's not tax the residents of DC.
If there was no Federal Income Tax in DC, some wealthy people would move there. That would improve the crime-ridden streets, etc. All they would give up would be their ability to vote in Federal elections. DC would improve, and all the whiners from the DC delegation could go home and find someone else to nag.
As a matter of fact, since some 40 million Americans are on welfare of some kind or another, why not limit voting in Federal elections to those who have paid Federal taxes. Thus, the leaches in society would no longer be able to vote themselves more of the nation's largesse.
Izzy: The land in DC is too valuable to allow mere citizens to own it.
Declare emminent domain, evict everyone, and turn it all into government offices, military bases, and parks.
Set aside acreage for embassies, in direct relation to the embassies we are allowed by said foreign states.
Lease land to Hoteliers to set up temp residences for congresscritters, paid for out of their salaries.
The only full time residents of DC should be the President and the Vice President ... everyone else commutes, by law ( embassies are outside of the US while recognized ).
How about any state that goes bankrupt (thus demonstrating an inability to act like an adult) reverts to territory status until such time as its financial house is put back in order, plus a few years to prove it is again working? Also, during this "time out," the congresscritters and senators are recalled and Washington appoints a territorial governor.

The states should stop giving money to the fed gov until the fed gov does its damn job.
We can get creative and lower the geography to cities. I'd start with Detroit, New Orleans, and Oakland (of which San Fran is certainly a suburb, so buh bye).
