We do the same thing. While not deployed on any large scale due the changing shape of battlefields in modern wars, we do have BAT-D (Battlefield Deception) units which are outfitted with an array of inflatable dummies.
They're pretty sophisticated, too, often incorporating elements that will return radar signatures similar to their actual for-realsies counterparts, and heat generators that will give off convincing IR signatures.

Yeah, Disinformation (dezinformatsiya) is basic Russian doctrine, and has been since ... well, there was a Russia, probably.
This particular method is only a small part of their camo, concealment & deception techniques.
That is only a minor part of military disinformation doctrine.
That is only a small part of the Soviet diplomatic/social/cultural/political disinformation program which includes:
Dishonesty
Propaganda
Forgery
Active Measures
Front Organizations
Manipulation of Foreign Media
Agents of Influence
It is how they think.
That's why Progressives admire them.
